Bushfire Management Overlay (BMO)
The Bushfire Management Overlay (BMO) was introduced to the Victorian Planning Provisions on 18 Nov 2011 and replaces the Wildfire Management Overlay (WMO). Areas where the intensity of bushfire is significant and likely to pose a threat to life and property are covered by a BMO as identified in the planning scheme as BMO or WMO.

Wildfire Management Overlay (WMO)
For applications made before 18 November 2011.
The Wildfire Management Overlay (WMO) provisions apply to the assessment of planning applications located in the BMO but which were submitted before 18 November 2011.

Subdivision
The location, design and layout of a subdivision must minimise the risk of bushfire and provide ready access by firetrucks to buildings and water supplies. The requirements for water supply and access for residential subdivisions have been incorporated at Clause 56 of the Victorian Planning Provisions.

CFA's role in statutory and strategic land use planning
CFA is involved in strategic and statutory land use planning and subdivision processes in a number of ways. CFA is a Referral Authority in all municipal planning schemes for subdivisions that create a road outside the metropolitan fire district and for land that is subject to the BMO and WMO.
